Tropical Storm Wipha brought heavy downpours and intensified monsoon rains across Metro Manila on Monday, causing severe flooding in residential areas of Quezon City.
Residents, including students and children, were seen wading through waist-to-neck-deep floodwaters as streets turned into rivers following hours of relentless rainfall. In several neighborhoods, floodwaters rose rapidly, submerging homes and forcing emergency evacuations.
Photographs captured by Associated Press photographer Aaron Favila depict the harsh conditions faced by locals. One image shows a man shielding his face from the driving rain while walking through waist-deep water, while another shows children being escorted to safety through submerged streets.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that although Wipha did not make landfall in the capital region, it intensified the southwest monsoon, bringing continuous and heavy rainfall over large parts of Luzon.
Authorities have issued flood warnings for low-lying and flood-prone areas, urging residents to evacuate when necessary and to avoid unnecessary travel. Emergency response teams have been deployed to assist with rescue and relief operations.
As the region braces for continued rains in the coming days, local government units are working to provide temporary shelter and distribute aid to those affected by the flooding.
